The budget planning for the state of Lower Austria is handled digitally using an SAP-based planning tool. The system enables the creation, versioning, and approval of budgets and fully digitally maps both the financing and operating budgets. Departments and political offices record their plans via a web application, while the Finance Department can perform advanced analyses. The project aims to automate budget planning. The central digital solution allows for transparent mapping of planning and approval processes, reduces coordination efforts, and improves data quality.
The year 2025 was characterized by intensive testing phases in which processes, functions, and user-friendliness were comprehensively tested and optimized in collaboration with all stakeholders. With the 2027/2028 biennial budget, complete budget planning is being carried out in the SAP system for the first time. The new solution replaces manual processes, increases transparency and data quality, and represents an important step towards a modern, digitized state administration.
