The SCiNDTiLA project is investigating how "smart city" concepts and digital twins (virtual copies of cities) can be applied to small towns and rural regions of Lower Austria. The goal is to develop models for sustainable urban and municipal governance that demonstrate the interplay between social and technological factors. These models are intended to provide policymakers and administrators with clear decision-making tools and enable concrete, verifiable measures for more environmentally friendly development in urban and rural areas. The project's innovative aspect lies in the combination of complexity theory, computer-aided social research, and a transdisciplinary approach—the collaborative work of scientists, administrators, and citizens. Research institutions, government agencies, politicians, and municipalities in Lower Austria are participating.
Currently, the models are being developed and tested in pilot projects; the project is scheduled for completion by March 2026.
