DALICC - Data Licenses Clearance Center

At the heart of the project is the development of a software framework that supports legal experts, innovation managers, and application developers in the legally compliant reuse of external data sources. The DALICC framework enables the automatic and therefore time-saving identification of actual and potential compatibility conflicts, thus contributing to a significant reduction in the costs of rights clearance.

Modern IT applications increasingly draw data from a multitude of sources. This raises questions about the license compatibility of the various data sources and, consequently, the application's compliance with existing laws and legal regulations. A reliable rights clearance plays a particularly important role in the creation of derivative datasets. However, the rights clearance process is complex, time-consuming, and prone to errors.

 

DALICC is primarily aimed at providers and aggregators of commercial data, app developers and service providers, law firms and legal departments, as well as open source and open data initiatives in the European data market. These target groups benefit above all from DALICC's user-friendly framework, which prepares and makes licenses readable for both humans and machines, and from the cost-effective control of license compliance. This significantly reduces transaction costs that are normally associated with the legally compliant provision and reuse of data.

 

The DALICC framework consists of four modules:

1. License Composer: Allows the creation of licenses in human-readable and machine-readable formats.

2. License Library: Stores human-readable and machine-readable representations of licenses.

3. License Annotator: Allows users to annotate data with human-readable and machine-readable licenses.

4. License Negotiator: Checks license compatibility, identifies conflicts, and supports conflict resolution.
